Mongols that doesnt attack. Cowards?

When playing Byzantium in the Hastings Scenario i ammassed the staggering amount of past one million in manpower.

When the golden horde was created I saved my game, and then I gathered a huge army about the same size of theirs, wich I spread out over russia, when I then tried to attack them all my troops starved to death. Instead I thought I would let them attack me, wich they didnt do.

They simply didnt dare to attack me with their ~200k troops eventhough they could easily have laid waste to half of russia, pillaging and more. So they sat idle(not bordering to anyone but me) starving slowly down to exactly 154330 men.

This is unnatural, even if the mongols would have encountered a strong and organized empire of my kind that wouldnt have stopped them!!!
