Since pops split at 100k, it's safe to assume that they shouldn't split at 75k. However, many a time I promoted 3 craftsmen + 2 clerks of 75k each, and when I check back they become 50k pops. I have too many pops to see if they actually split into 2 50k & 25k pops, or simply become 50k. But it shouldn't be happening. This was also in Vicky IIRC.

This is a common behaviour of pops splitting.
When you have alot of big pops in one province, they will eventually all tend to keep in 50k+ sizes.

So I think this is more apart of the game than it being a bug.

I have seen a LOT of this happen. It seems to me that it happens to large populations when populations of the same workforce immigrate to a certain province. When this happens, it reduces all pops of this workforce to a maximum of 50k. If You have three pops, 85, 45 and 25k and get 1000 immigrants, you end up with 50k (85-35), 50k, (45+5), 50k (25+25), and 6k (1+5). The total population does not change, since 85+45+25+1 = 156 and 50+50+50+6=156.
