Moneylenders Attracted event

This event occurred twice within 2 years in the same province.
surely a bug? the building is only added once but my peity decreases twice?

Why not? Could it not mean simply having moneylenders reduces piety, or that the new event is about attracting more moneylenders?

It's a bug because the trigger condition does not work properly.
