This isn't a bug and happens to everybody in all versions. What happens is that every time you (re)load a game, the AI gets a wake-up call and starts planning again. This can be seen in merchants being sent to CoT's, DoW's being made, peaces being reached etc... I'd suggest reload as little as possible. Just once every 5 years or so to wake the AI again. No fun playing against a sleeping AI :D .

This happens because the actual status of the ai isn't saved. The normal behaviour of it isn't continued. This 'wake-up' should be made periodicly, every new year or so (edit) and not for each reload (/edit)...
