a bug?

I was playing CORE 0.25 on DD 1.3 and decided to check what my spies can tell me about the Soviet union. I noticed that the russians are researchin the rocket assembly line-tech, but if i remember correctly there isn't rocket assembly-tech in CORE.

Actually, this is perfectly valid - there is a tech for a Rocket Assembly Line in CORE v0.25 (it is under Secret Weapons) - unsurprisingly, it speeds up the production of V1/V2 type weapons.
