A couple questions

I am playing the Age of Enlightment scenario. And I have a couple questions.

I am playing England. Its about 1721. I am Allied with Hanover, The Netherland, the Moghuls, Nubia and the Iroquis. I am at war with Portugal and Mysore. Portugal is at war with Sweden & Poland as well as me. I currently Occupy Oporto, Algarve, Goa, and three brazilian provinces belonging to Portugal, I occupy or am beseiging all of Mysore. From previous Wars I have also gained Holstein and most of European Denmark. And aided my Vassal/Ally Hanover in capturing Bremen and Anhalt.

Now the questions

1 - Portugal keeps offering me their European posessions, I decline as I want a strong Portugal in Europe. However I want Goa, So I decline their offer of Oporto and Algarve. I counter with Goa, alone and they refuse. We are Neutral towards each other (+24). Why is this??
2 - Hannover & I have a royal marriage, an alliance and 20 years of close friendship (+200)but I cannot even offer annexation. Any Ideas

If you only want Goa you should be able to get it. With the three provinces you have, you should have six stars in the negotiation window. Now, only claiming Goa should cost you two stars, and it is stated somewhere in the manual, that the AI always accepts peace if at least 4 stars are unused. If that is not the case, then grab their capitol. That oughta teach'em

2.
Are Hannover you vassals? They need to be that before you can annex them. And even then, I *think* you need to share a land border with them before the option becomes available. Try pausing the cursor over the greyed out option. That should give you an idea on what's wrong.

1) How many stars do you have? If you need more, try capturing Lisbon. Also, assuming that Mysore isn't the leader of a coalition including Portugal, you should probably make peace with Mysore first. With them out of the way, Portugal wil be more amenable to your demands.
2) It might be becaue you are currently at war.

2) Contrary to the manual, you don't need a common border, but you need to have the same religion as your vassal.

To get a vassal you don't need a common border.
To Dip Annex a country you do.
