For a long time now I've been experiencing the problem of my computer freezing while playing CK 3. This method helped me to completely solve the problem while playing the vanilla game without mods, with mods the game sometimes crashes during saves.
For this solution you need Processor Lasso programme (its download sources are not important).
The first thing I did was to look at the list of my CPUs by clicking on any process and hovering over CPU Affinity - Always.
My list is from 0 to 15. Remember the numbers of the first two and the last two, in my case it's 0 ; 1 and 14 ; 15.
Next:
1. On the top left I click Options
2. CPU
3. CPU Affinities
In the window that opens, enter
1. Process match : ck3.exe
2. CPU Affinity: 2 -13 (It means that you select the CPU range without the first two and the last two CPUs)
3. Click Add Rule and agree.
At the moment - this is the only method that helped me to play CK 3, as other solutions did not help me (With Vulkan, for example, performance was so bad that the game started for about 20 minutes and then crashed).
