So i started up my first game as the Philippines just to test the game out a little bit. Everything started out fine but i noticed I had a shortage of labor and an unemployment rate of less than 3%. No problem i think i'll just remove military units and production centers until it starts going up again.

A few minutes later I've removed all of my facilities except for military ones and have scrapped almost all of my units except for two that are stuck on islands. My unemployment is still under 3%. Is there any way to solve this or am I just going to have to wait until my population gets a lot higher?

Also what does free flow of labor do exactly? Does it just allow workers from countries adjacent to you in or can you get workers from across the globe? How does it even work exactly?
