I was playing England in the GC and I was being pretty violent. Poland-Lithuania declared war on me, so I took over their capital and four or five other provinces.
They would not accept my 3-province peace deal even though I had six stars. I'm not complaining about this; I know it happens.
I kept going, and they kept refusing my peace offer. Eventually I had all of their provinces. I can't remember if they still declined the peace offer, but eventually I saw that I had seven stars rather than the usual six, and they accepted.
I'm playing 1.07c. A couple of questions:
1) What's up with the 7 stars?
2) If I take over a major completely or almost completely, does it actually do them any damage if I can't annex them? If I just sit on them, I'll start to get revolutions. I'd like to know if they will eventually collapse or something.
3) If you are getting beat, why can't you just refuse to accept peace, until your opponent starts suffering the effects of a too-long war, and get a white peace?
