Greece was by no means a democracy in 1949, it was run by a military junta, and fighting a civil war (ended in October). I hope there will be sufficient research into the correct definitions of countries in the game.
The Greek Civil War was effectively over at the starting point of Supreme Ruler Cold War in 1949.
For the early 1950s period we treat Greece as a Parliamentary system - during that phase it is not a dictatorship in the totalitarian sense, and of course it was not communist nor a monarchy.
