As Designed a lot of Characters have low education traits

a lot of Characters have low education trains

Description​

As the title says! After this new update a lot of the characters have 1 or 2 tier education trait . i find this unusual . i tried everything i could so far . disabled ALL DLC'S , no mods , reinstalled the game .

It's seems that both new and old saves have been effected by this , also together with both starting years. Am i the only one this is happening too or is it an issue in general ? i couldn't find any related posts.

Steps to reproduce​

I start a new game .
Take a look at the characters and a lot of them have poor education even major characters that are in bookmarks like the king of east francia , the ummayad sultan , the abbasid caliph ect... so this is not just an issue with minor rulers
