Yes, I think the actual radar bonus is correctly implemented by the game system, but the tooltip should probably read: "A radar station increases the effectiveness of defending air units."
As said, you're the defender as you are operationg over your territory.
I guess, this text can be misleading even in two different sense. Caesar_Augustus's proposition was good.
