A long time ago (a very long time ago) I had the EU 2 version with Crown of the North bundled with it. In addition to Crown of the North, the regular game had a couple cookies with it. One of them was a utility which let you choose some options you wanted to play with or without. For one thing, you could choose whether Germany was to be split into three cultural groups, Low German, Middle German and Upper German. You could also choose where the COT's are to be, etc.

I am sure this utility was not made by Paradox, it was made by fans, and it was similar to a utility used with IGC for EU 1.

Does anyone have the faintest clue what mod might this have been?
 
I believe some traces of the AGC stuff has been folded into AGCEEP, however I don't think those specific portions of it (the variable cultures and such).

This the case. We kept some of the default setup but we killed off the config tool.

Why did you get rid of it, anyway? I thought it was the neatest thing (back then at least). Was it too complicated? Too hard to balance all the options?

From what I can recall, we felt that the config tool was being used a crutch to prevent us from forming a consensus on issues. Oh, we can't come to an agreement about that? Well let's just make it a configurable option. It was also noted that it would be hard to compare testing results, if everyone was running different setups. Simply put, the config tool didn't make any sense given the aims of our project.

edit: I just went to look at the early threads about the config tool for AGCEEP and it turns out that my memory was pretty good. With and added emphasis that it would be a lot of work to balance all of the options.
