I read this letter about the event of February 16th 2023, so I gone on Steamdb for search much more informations about it. I found this: Europa Universalis IV: Dresden created in November 2022 after the release of Lions of the North DLC. So i think that the letter is a reference of the invasion of Saxony by Frederik II the Great of Prussia (the peril from the eastern border mentioned) and the Siege of Dresden.
So there could be a rework of mission tree of Saxony and this could be extended to the others electors of HRE (Bohemia, Brandenburg, Cologne, Mainz, Palatinate, and Trier)? Also Thuringia, as PU of Saxony, could be interested?.
Bohemia and Brandenburg are the only two HRE electors that have decent missions tree, eventually for them it could be added branched focus trees.
The release of a new DLC is very probable but all the attention is about a Middle East and Ottomans/Mamluks rework of their missions and combat pips (as suggest by the last DD), so it could be possible that the name on Steamdb is purely place holder for not mention a rework on Anatolian, Balkan and Middle East areas (and the nations related in them). In this case the eastern border peril are of course the Ottomans.
Surely there will be the release of 1.35 patch with a Ming rework as free content, but it very probable that there will be also a DLC released together, like happened with Lions of the North.
I find that a new DLC for only for 7-8 new focus trees for HRE electors could be interesting but less important for many gamers than an Ottomans/MiddleEast DLC. So my final speculation is that Pdx developers have used the reference of Dresden for cover up the real contents of DLC, and the HRE electors focus tree could be something that will be eventually released now or later the new Ming focus tree.
In any case there will be a military rework, and in particular about the siege mechanics, something that could be link Ottomans conquest of Constantinople and Prussian assault of Dresden.
