The fact that goods baskets are static and global is a big problem. So is the fact that pops don't choose what to consume based on price. I understand that cpu limits are an obstacle for changes in the area, but i think there's a way to do it without frying any computers. State-based pop demand. Instead of calculating per pop, you calculate per state and multiply by number of pops. This way tropical states can not consume heating, and states with cheaper fishes can buy fish instead of meat. To simplify even further, if needed, instead of calculating for each SOL level, you can just apply a factor for each kind of good that increases according to SOL.
