A small issue?

Once again, I've had a small issue while modding the alternate start. I've made 4-5 cultures, and the group is set to generate on my particular setting. However, when I generate the world, only the top culture in the file is used.
When I hash out the top one, the next one is used.
I thought it might be a problem with the culture spread, but I couldn't see anything in the file. Any help is appreciated!

Okay for anyone else who has this issue: Always check your brackets dangit. The cultures were all open except the last one, so technically only the top one was a culture
