January the 1st 1937, Kreml

Stalin: Let's get down to the business. Main topics are industrialization, state of the army and foregin politics. Comrade
Tuchatjevskij, please.

Tuchatjevskij: As decided in last year's meeting, the building of the defense line you requested has begun. We now have small forts in every city along the line. Our armies from Asia and Caucasus have also been transferred to Western Front. We have built new infantry divisions and the Red Army now consist of 111 divisions.
We have some new artillery pieces and some new doctrines, too. All is going as planned.

Last year, it was decided that Soviet Union would need a line of defence to counter the fascist threat from Germany and Italy. The line was formed behind the Dnepr. It's northern end was Leningrad and in south it ended at Sevastopol. This was not public information, because it would cause a great deal of dissent in the western Ukraine and Belarus. Their land would be surrendered to the enemy.

Stalin: What about industry?

Kaganovich: Our five-year plan 1936-1941 has started per request. We have upgraded facilities in every city behind the line that already had sufficient facilities. I and Comrade Tuchatjevskij decided that no supplies will be manufactured this year. Our stock was large enough to supply the army for this year.

Last year, it was also decided that heavy industry should be developed behind the line. The industry on the west side was not to be developed. In case of invasion that industry would fall in the enemy's hands.

Stalin: And I presume that industry will be developed this year, too.

Kaganovich: Naturally, comrade.

Stalin: Fine. Then the foreign politics, Comrade Litvinov.

Litvinov: The civil war in Spain is still continuing. The Nationalists control only a small part of NW Spain, but their nubmers equal the Republicans. The capitalistic nations have not pledged their support, but Germany and Italy have lended equipment to the Fascists. We have sent supplies and volunteers to the Republicans.
And the government of Turkey ceded Kars to us on the 5th of March. Three days later German government remilitarized the Rhineland and denounced the treaty of Versailles. Alf Landon won the US presidential election.

Stalin: Germany is getting more and more aggressive... One more thing. Comrade Tuchatjevskij, you will be replaced by comrade Shaposhnikov and Comrade Uritskiy will be our new minister of security. Dismissed.

*EDIT*: Damn, forgot to mention that Italy annexed Ethiopia.

January 1st, 1938, Kreml

Stalin: We are all here? Good. Let's start. Comrade Shaposhnikov, please begin.

Shaposhnikov: We have built 34 new infantry divisions so the Red Army has currently 145 divisions. We discovered a new bomber, the IL-4, and our old SB-2s are being upgraded. And I am pleased to report that the traitorous elements of the glorious Red Army have been rooted out and executed.

Stalin: Yes, I am also pleased that that unpleasant matter was dealt efficiently. What about our current economical situation, comrade Kaganovich?

Kaganovich: We have developed industry further, and the goals of the five-year plan are within reach. We have plenty of coal, steel and oil, but we do not currently produce any rubber. We can convert oil to rubber. We are currently researching aircraft assembly construction that will speed up our aeroplane industry a lot. When the aircraft assemblys are ready, we will begin production on the new IL-4s.

Stalin: Good. Comrade Litvinov, please go on with your briefing.

Litvinov: I have only good news this year. The fascist coup in Spain has been crushed. And in Japan, a leftist party won the elections. If we can influence or coup Japan, maybe they will join the Comintern.

Stalin: Make it so. If Japan joins us, we don't need to leave troops in Asia.

I was hoping some 250 divisions. It really depends how fast France falls.

Emmä haluu sitä 10 % dissenttii parista 20 infraprovinssista, mul on jo Siperia. Mä en tiennykkään et sä selaat näit foorumeit.
 
Not that I mind, but I think some of the mods don't like foreign language (other than English of course) being used on the forums. So if both of you understand English, please use it.

January 1st, 1939, Kreml

Stalin: Welcome, comrades. Comrade Litvinov, I understand that you have some important news.

Litvinov: Yes, comrade Stalin. On March 12th Austria was annexed into the 'Great German Reich.' France and Britain were shocked, but they did nothing. Two days later, Hitler demanded Sudetenland from Czechoslovakia. He claimed that the German minority is being prosecuted. He got his demands in September, when France, Britain and Germany made a deal stating that if they don't give up Sudetenland, they will face German army alone.

This brought comments around the room calling France and Britain cowards.

Litvinov: Czechoslovakia had no choice but to cede Sudetenland. Hitler assured Chamberlain, prime minister of Britain, that this is the limit of his expansion. Chamberlain promised peace to our time.

Uritskiy: I don't think we should trust that warmonger for a moment! He hates communists above anything, so we must be ready.

Shaposhnikov: I agree. We must build up military to counter the fascist threat.

Stalin: Yes. Brief us on your plan, please.

Shaposhnikov: This is the plan. The line goes from Leningrad to Sevastopol. We should try to have at least 24 divisions in every province along the line. In addition, we should have a few mobile armies that will move in to support, should the line be threatened.

Stalin: Fine. What about the Army?

Shaposhnikov: We now have 179 divisions, so we have again built 34 divisions more. We have upgraded the SB-2s to IL-4s and some of our Renault FT-17s to new T-26s. New fortresses along the line are ready, but we are still upgrading them.

Stalin: Excellent. And the economy?

Kaganovich: We have improved our industry as the five-year plan requires. Nothing special this year.

Stalin: Good. Well, that's it. We will convene again next year, unless something requires our immediate attention. Dismissed.
 
March 30th, 1939

Stalin: Wlecome comrades. We are here to discuss the recent events and their consequences. Comrade Molotov, please brief us on the events.

Litvinov had resigned after a failed coup in Japan.

Molotov: On the 15th, Germany demanded Bohemia and Moravia. Slovakia was granted independence, and immediately Tiso, the fascist leader of Slovakia, signed a mutual assistance pact with Hitler. All in all, Czechoslovakia is now a part of the Reich. Germany granted Ruthenia to Hungary, and Slovakia had no choice but to accept.

Stalin: So much for "peace to our time" and "limit of my expansion."

Molotov: Nine days later Hitler demanded port of Memel from Lithuania. Lithuanian government agreed to surrender Memel. Still, the Allies have not yet taken any action against Germany. Two days later, encouraged by German success, Mussolini threatened Albania with war, if they didn't immediately join Italy. King Zog accepted Mussolini's "offer", and Albania is now a part of Italy.

Stalin: They are just watching while Germany and Italy take over the Europe?!

Molotov: Not quite, comrade. After Memel, Germany demanded Danzig to be returned. This caused serious discussions in the British Parliament about Germany's expansion. It certainly didn't end in Munich Conference. This morning, Britain announced that Poland was now part of Allies and that any demands on Polish territory will be considered as an act of war. In his speech today, Hitler said that the Germans shall have what is rightfully theirs, war or no war.

Stalin: War seems unavoidable... We'll discuss when Hitler makes his next move. Dismissed.

Is Stalin right? Will Europe descend into another devastating war? If so, what position will Soviet Union take? What about the Americans and the Japanese? To be continued...
 
24th Aug 1939

Stalin was just picking his last papers, when there was a knock on the door. It was already past 11 pm., and he had had a long day of work. With a sigh, he opened the door. It was Molotov, who looked busy as usual. But it was different, somehow. This had to be important. He knew it somehow. "Well, what is it?", Stalin asked. "It's the Germans. They have sent us an offer.", Molotov replied quickly, as he handed Stalin the contract. "An offer of non-aggression pact?!", Stalin was surely taken off guard by these news. He hadn't expected an offer like this, at least, not from the Germans. British and French maybe, but not from Hitler. "Can you summarize it for me, I'm very tired.", said Stalin. "Of course. It defines our and theirs spheres of influence. Estonia, Latvia, Finland, Bessarabia and Eastern Poland will be in our sphere; Lithuania and Western Poland will be theirs. They would give up Eastern Poland after they have conquered it. Hitler won't support war effort of any of the nations in our sphere. They expect the same from us. In addition, they also require 30.000 units of oil from us. ", Molotov replied with anxiety. He was clearly in favor of accepting the unexpected treaty. "Assemble the Cabinet, we need to discuss this immediately." With that, Molotov left the room.

2 hours later...

Stalin was tired. He probably looked even more tired than he was. But this couldn't wait. "Well, you now know what they want. Opinions?" Uritskiy was the first one to speak: "Never! Those Nazi dogs are only trying to deceive us! Besides, what would people say? We can't make treaties with enemies of the workers. Have you heard what the unionists and socialist have to go thro..."
Uritskiy was interrupted by Stalin. "Yes, I think we all know how they treat our brothers and sisters. Does anyone else have anything to say?" Molotov was the fastest this time. "Comrades, this is an opportunity that we cannot simply throw aside. We would get Eastern Poland and we could take Bessarabia, Finland, Estonia and Latvia without any German intervention. And perhaps even more important, this will buy us precious time to build up our army. " Shaposnikov, the Chief of Staff, concurred with Molotov. "Yes, time is what we need. Our industrial base is huge, with time, we could have the most powerful army in the world. Even the Germans would tremble before us!" No one had still brought upthe main question: Can the fascists be trusted? Hitler had lied about his will of expansion. It didn't certainly end at the Munich Conference. Rest of Czechoslovakia, Memel and soon Poland... What did he want, another Great War? Stalin barely noticed that Kaganovich was already speaking, so entangled was he in his thougths. "I say we must not accept this. There are three reasons: First, the gain would be minimal. Our industries are large enough by now. Secondly, the ideological reasons. And finally, the economic reasons. As we have built up our industry, our need for oil and rubber has increased. We have only 60.000 units of oil in reserve. The oil fields of Baku can only produce so much oil. And oil is what Wehrmacht needs to fuel it's new planes and tanks. We also need oil if we want our own airforce of tanks. " Shaposhnikov was furious. "Don't meddle with things you don't know anything about, Comrade! Infantry is the essence of warfare, not tanks, nor planes. Leave military issues to the milit..." One angry glance of Stalin silenced Shaposhnikov. "There will be war for certain. When that madman will attack Poland, the Allies will be drawn to war. The war is going to be long. The question is, however, when will the war touch us? If it's the Germans who attack us, it's going to be a long battle. Therefore we need all the oil and rubber we can muster. But we also need time to raise an army. I think we should vote over this. " The secretary dealt everyone a piece of paper. After everyone was finished, Voroshilov being the last, the votes were counted. There were only two "yes" votes, and it wasn't particularly hard to guess who those two were. "So, comrades, it seems that we have to refuse Hitler's offer. " Stalin had himself voted no, since Kaganovich had said what he was thinking. Molotov looked a bit disappointed, but Shaposhnikov was furious. "What?! You are going to turn down the offer? Can't you see..." "Silence!" Stalin was growing tired of this. Decision was made, that's it. Was it so hard to understand? Well, he could always sack him anytime he wanted. But he was useful in his own way. He was pretty good in motivating the people to join the army. "Molotov, send Germany a formal refusal. Tell Pravda that Soviet Union is not going to make deals with fascist scum. ", Stalin said wearily. It was already 2 o'clock. As he rose from his chair, he could see Uritskiy smiling broadly. Sure, it was a good day for him. He was probably the most fanatic communist in whole Russia. That was why he still has his position. Stalin opened the door to his bedroom. He had a feeling that he wouldn't sleep well this night.

Will Hitler invade Poland? What will Britain and France do? Will Stalin sleep well?

30th Aug 1939, Kreml

Stalin was listening to the radio with the Cabinet. Göbbels was speaking. He claimed that the Polish troops had fired on the Germans, and now his peace-loving nation had no other chance but to attack Poland. Immediately after that, the cowards in West had declared war on Hitler's Reich. They, of course, wanted only to destroy Germany to protect their own ends. He also added that their brothers in Hungary have decided to help the Reich and are now at war with the Allies. Stalin couldn't listen to this rubbish anymore. He slammed the radio shut. He was furious. That bastard had started the second World War. No one dared to speak, his gaze was so terrible. He left the room and banged the door shut as he went.

19th Oct 1939, Kreml

Stalin was sitting in his office, when Molotov burst in. "Comrade, Poland has surrendered unconditionally to Germany!" Stalin wasn't surprised. The Germans had advanced quickly. "So, Germany controls the whole Poland?" Molotov checked a map which he was holding. "Not exactly. The Romanians managed to took Lwov and Rowne before the Germans." Romania and Bulgaria had joined forces with Germany in September. They probably just believed in German victory, and wanted to be on the winning side. Next would be France. Will the German Blitzkrieg prevail, and how will the Germans deal with the Maginot line? They attacked through Belgium last time, why not again?

1st Jan 1940, Kreml

Cabinet was summoned for their annual situation report. But this time the atmosphere was filled with tension. German success in Poland, Belgium, Netherlands and now France was surprise to all. "Comrade Shaposhnikov, update us on the current situation of the war. " Shaposhnikov took out some papers and began. "The Axis now consist of Germany, Italy, Romania, Bulgaria, Slovakia and Hungary. Yugoslavia joined the Allies, and is now engaged in a four-front war. They probably won't last for long. The Germans have occupied all the Benelux countries, and have entered France. They are now at Amiens, which is only a little east of Paris. Germans have avoided the Maginot line and the French defenses are crumbling. Next, I would like to bring up the security issue. France won't last long, and the next target will be us or the British. Kriegsmarine can't really challenge the Royal Navy, so we can expect the Germans attack us soon. If France can hold out till September, the Germans won't be so foolish to attack us in the winter. But we must prepare ourselves for the worst. They can attack us this spring, and our current army can't hold back the Wehrmacht. Therefore, I propose that we will stop developing our industry and start building an army. " Stalin had expected something like this. After all, it was the only logical solution. Besides, the oil resources wouldn't be sufficient to develop any more industry. "Yes, I propose that we will postpone the goals of five-year plan until the threat from the fascists have been neutralized. " That was Kaganovich. "Fine. We won't develop industries until the Axis are defeated, instead we will start building army as fast as possible. Shall we prefer quantity or quality?" This question was directed at Shaposhnikov. "We can never match the Wehrmacht in quality, so we must fight them with numbers and determination. I suggest that until we have some decent tank technology we build more infantry. Our T-26s just don't cut it. " Yan Berzin, a scientist and the Minister of Intelligence, spoke. "I can organize new research projects to make our army more efficient. We can't fight the Germans with weapons from the mid-30s. " "Our industrial base allows that, so why not?", said Kaganovich. Stalin agreed with the plan. "So we build and develop our army until we can take the fight on Germans? Make it so. " Stalin rose, and the others followed him out of the room. If only France could buy us more time Stalin thought. Time was what they needed, time to raise an army and destroy the fascists. They would all monitor the situation in France closely, very closely...
Just as they were leaving someone ran into the room screaming. He was holding a folder in his hands. "What is this?", asked Stalin. He had heard about people running in with an event folder. "My name is Seidita, and I'm here to stop you from making an ahistorical bug!"
- "What is a bug, anyway? And what do you mean, ahistorical?"
- "Well, you refused the Molotov-Ribbentrop Pact, so there should be now Winter War event. But there was!"
- "Yeah, but we left them to be, so don't worry. "
- "Good. So my job here is done. " He ran away with the event folder.
- "Hey, wait! Damnit! We could have used that non-buggy folder. "
- "What?! What is a bug? ", asked Molotov.
- "I don't know. It just felt right to say that"

Other weird thing happened, too. Yugoslavia first joined tha Axis, and then immediately left the alliance, and joined Allies. This has happened to me three times already. AI shines again.
