Above maximum vassal number penalty out of nowhere with nomads

Description​

A penalty "Above maximum vassal limit" seems to be applied in every nomad game I recently played.

See the attached screenshot : I should have a limit of 70 but I have a penalty "Above maximum" of -51 that come from nowhere lowering it to only 19. I have 9 vassals

Steps to reproduce​

* Start the game as nomad (ex Khazars) and look at the vassal limit

Hello there!
The present is a design choice and not a bug. As you can see, at the bottom of the Tooltip, your "Maximum Vassal Limit" is 19. Because of that, your "Vassal Limit" is lowered to its maximal value '19'. If you have any questions about it, don't hesitate to ask about it on the main forum for the game.
