How can i change ic in 1940/41 scenarios without crashing game for example give nationalist spain or Greece 400 ic

You either create an event that automatically gives said nation the IC you want or you go to scenarios/1940(or1941 depending which scenario you want to alter)/bases.inc
The file contains all the buildings in each provinces and can be altered to give a province buildings. 'ic' is the tag for IC.
