In theory, it would be nice to have a game rule option to allow declarations of war with raised army levies.
In practice, the war AI is already witless, and this would make it even easier to blitz an opponent before they can bring their own raised levies into a coherent army. In order for a rule like this to be balanced, it would have to prevent you from declaring war if you have any forces that are not either in your own territory, in the territory of someone you are at war with, or at sea. So, no marching into enemy territory, taking key positions, and then declaring war.
I don't think that anyone wants to figure out making the AI behave with this rule.
Still, there are plenty of "disables ironman mode" unbalanced rule perimeters, and I would enjoy using this one responsibly.
