Add perks to weather

In the early game on difficult settings, there are little resources available. Since you have the weather system for ice, meteors, dust devils, and other, provide perks of resources when these events occur. I have had to use resources to fix broken things from various events, so there could at least be a reward for it.

Meteors sometimes leave metal on the surface.

Also sometimes Polymers and research. All in all I'd much rather have regular meteor storms than dust storms.
