The core idea is a good one. It's already possible to add triggers to personal deities, so you could quite easily make a mod to test it out.

It's used by every personal deity, but only to restrict them to the religions they're meant for (so no Norse Vishnu or Hindu Thor). You can extend this to any trigger you want though, including owning certain provinces, having an idea group, having positive stability, etc.
