Adding Mods to a Steam Version

I have Rome Vae Victus on Steam and I'd love to try out some of the mods.

Is there a way to do this? I know with a full download like via Gamers Gate I can get into the files, but with Steam I'm not so sure.

steam/steamapps/common/europa universalis rome

Install the mods into the mod folder. To use the mods, use Rome.exe without Steam.
