I have looked at the previous post about this but I didn't find a resolution that worked for me. Thus, my question is this: how do I create new culture groups and move existing cultures into those groups without the game freezing at Adapting History? While I know that others have had the same problem, I also know that it is possible since two of my favorite mods, Lofmod and Epigoni Mod, both do so successfully. What could I possibly be doing wrong? Please let me know. I would like to create a mod that runs from not long after the founding of Rome through the conquests of Alexander the Great, but need to, at the very least, separate Egyptian and Numidian cultures and add a Mesopotamian Culture Group for this to work. If anyone can help me, please do so. I really appreciate it.

Was very long ago I actually added culture groups (way back before Vae Victis) so the only thing I really remember is that there is a fair amount of localisation that is necessary for it to work. Basically make sure all the localisation related to culture groups is added regardless of how unlikely it seems to be something that would case that kind of problems.

While I couldn't figure out what localisation I needed to adjust to add culture groups in the same manner that others had, I did find another way. I didn't think this would work, but I tried copying the North African culture group and leaving both groups titled North African. I then made one of those for just Egyptian culture and one for just Numidian culture. To my pleasant surprise, it worked. So to create new culture groups all I have to do now is decide which culture group has titles that I want for the new culture group, copy that culture group, adjust the subcultures within each group, and adjust the names. If no new subcultures are added, no localisation work is required at all. Even if there are new subcultures, the trick still works.
