I am suggesting the possibility of adding more in depth interactions with leaders and divisions to further promote their own characteristics.

1. give leaders ability to go on 'observation' missions to other countries. The leader will be unavailable to the player country while abroad but upon returning will be bonuses such as: more experience, increase attack, defense, unit speed, traits, or even blue prints, etc. more bonuses will be granted if target mission country is at war. these mission will cost money and will depend on relation with the target nation. this is especially helpful to nations such as China with weak leaders to be able to send them to germany or US to learn from others. Historically, the Japanese studied british action at taranto in preparation for pearl harbor.

2. as mentioned in other posts, there should be the options of military academies that can be used to train leaders, in order to promote experience, traits, etc. Training can also be applied to divisions.

3. in many mods there are options of obtaining elite divisions. I think rather than just giving elite troops, there should be a concept of 'prestige' regarding leaders and divisions. for example, leaders can be awarded the iron cross, VC etc, if they won major battles, or captured trophy cities. same also goes for air captains with the option of gaining an 'Ace' status; all these prestige give bonuses such as experience and abilities. likewise divisions will gain ontop of experience elite status given its performance in battle.

these are just some thoughts i have to bring more interactions to leaders especially during peacetime that help foster a unique character.

I know that military academies are suggested from time to time, but to be honest I do not like the idea at all.

The primary use of military academies is the training of cadets or low ranking officers. thus, it will influence the performance of a division, but not of the generals commanding it. This is represented in the doctrines. If you research a better one, this stuff will be taught to your new officers in academies, and your divisions will perform better.

Imagine Rommel after France attending school again. I'm sorry, but for me that is just ridiculous.

How about a prestige bonus every time a division wins a battle (obviously attacking more beneficial than defending) but loses a proportianately much higher amount of prestige from losing a battle.

Don't like that idea, then losses can deflate the prestige for units commanded by a special player or AI tactic, like exhaustion attacks (for example: sending 20 weak divs against 7 strong enemy divs and then withdrawing to send 20 new and fresh but weak divs while the others recover, as I do in the Winter War with some mods as the Soviet Union).
 
I would like there to be some sort of large scale (division size) Military manouvers/training missions. Units and leaders could gain exp or even traits up to a certain limit, but they would cost a boatload of money, supplies and oil to conduct.

What kind of scale and gains these manouvers would have is influenced by your standing army and interventionalism slider settings (much of them is good for training).

Wartime training or manouvers would get the same bonus as with full interventionalism slider but in return units would be very vunerable if attacked by real hostiles during the training.

2x supply and oil consumption and 1$ per division and day would be my suggested price to conduct such training.
A cool thing would be if you could set a goal of the training manouver too such as logistics training would increase chanses for a leader to become a logistics wizard if running long enough. More divions involved would also increase the odds to gain traits.

This would increase roleplaying, give players something to do in peacetime besides spyspam and I think make the game overall more fun since you could really attach to your favourite "elite" divisions & leaders when watching them manouver in various locations.
