i just had a thought! what if events were created that would add tile blockers. this would help model disasters and stagnation and such. like if a planet is full and a colony ship is created the empty space would be turned into industrial wasteland or slums. or if a planet is bombarded and pops are killed or buildings are destroyed those tiles could turn into the above stated tiles.
maybe a type of orbital bombardment could be added that would create volcanoes on the planet. if a planet becomes a certain percentage of volcanoes then it could degrade to a molten world. so it is a fine balance between conquering a planet and destroying it.
