What I am supposed to do with nomadic vassals as administrative government?

Once I give out a province to an administrative ruler they become nomadic, they change culture and religion. There is no administrative directive that forces them to convert religion or culture of the province, there is no way to convert their holding to tribal/feudal and they wont do it themselves.

Is converting every single tribal holding manually for 600 gold the only way to feudalize the realm? Why don't vassals convert themselves from tribal to feudal as they do with a feudal government?

Once you get things really rolling as administrative, you have too much money to use and the gold to upgrade the holdings isn't prohibitive. I haven't played admin since the recent update and can't guarantee it still works, but in the past the strategy that worked if you wanted to conquer tribal land before you had infinite money was to get a subject feudal or tribal king and give him any conquered tribal land.
 
Tribal vassals under an admin ruler cant feudalise for some reason. So you need to somehow grant the county to a landless guy, then place him as a vassal under feudal duke or king, but the guy also needs to be spammed with prestige to be able to raise tribal authority to feudalise
