Administrative Kingdoms Automatically House Head - WAD?

Description​

Hey there,

I'm currently playing a game as the King of Frisia and I have placed several dynasts on European thrones. I remained House and Dynasty head by virtue of my military power as I understood the mechanic to work. However, the King of Denmark, my dynast, decided to adopt Administrative government. He immediately became my House Head, knocking me out of contention for Dynastic head which went to a vassal Duke of mine.

I'm unsure if this is perhaps intended, as if a player adopts Administrative the dynastic politics are the point and so it gives them the House Head automatically. Or if this is a bug, and despite having 2k troops to my 16k, I was his supplicant until I literally conquered him and murdered him, once again becoming House and Dynasty head.

So TLDR: Administrative seems to give House Head status to non-player characters even when well below the requirements to be house head and I am unsure if this is intended.

Steps to reproduce​

1. Have two dynasts of equal rank, both independent with one being House and Dynasty head by virtue of military strength.
2. Have the non-head adopt Administrative. He will then automatically become House Head, even if not strong enough to displace the current House Head. Does not seem to automatically become Dynastic head.
