I looked at my POPs in the GC as USA just before a CTD and their reserves were growing nicely. Now the Laborers, Craftsmen, and farmers all show a reserve of 0.
Strange thing is that when I hover over Militancy and Consciousness, it shows that they are still getting their needs filled. Either the reserves are not refreshing or I just became a communist state
