I played as the USA, allied with the Pacific states, and managed to win the war. The Union and Syndicate states have been re-integrated, I chose to have MacArthur step down and re-establish democracy, but the capital hasn't moved back to Washington, it's still in Denver. Do I need to conquer the Pacific States as well? And will Canada ever return Alaska and the Panama Canal, or do I have to either go to war or demand the territory?
 
I believe you need to conquer the PSA as well, yes. Though if I remember correctly, the AUS and CSA count as having won the civil war if neither USA or the counterpart exists, so I'm not sure.
