The first thing I noticed is that when AI factions are at war, their armies act strange. They start moving to a neighbouring enemy kori but stop moving 1-2 days later. Then they start moving again, stop again. In some provinces the AI raises levies and disbands them 1 day later and raises them again and disbands them etc. And I mean like, nonstop. For months.
Edit : This mostly happens when the province they want to attack has a bigger army than their own. They decide to go there but cancel and loop. 'Endless loop' as long as the enemy army stands there.

In this case they try moving to Sannohe from Ninohe but cancel because they'll be defeated. When they stop, their current location (Ninohe) is besieged. Then they try moving again and stop again etc. Check how many times they did this from the number of messages I got each time they besieged (when they stopped moving).
