I have what I hope is a fairly simple request. I've used your converter to create a scenario for VIC in which Egypt has unified africa, since they hold the entire coastline of the continent no-one can colonize the interior and the egyptians themselves refuse. How can I make the egyptian AI colonize?

I don't think that has as much to do with the VIC converter as the EGY ai, go to modifications for that....
