I was playing as fascist Japan(purge kodoha tree) for the Tojo Shot First achievement. After conquering Mexico and US I was waiting for nuclear researches. Then suddenly I became Communist Japan and puppeted by Communist China. When I checked their focus tree they had "Dominate Japan" focus done. Went back to a previous save only to see same thing happening again. I think when you don't go to war with Communist China their focus tree simply puppets Japan.
