Once retooling is done units in construction do consume supplies in the same way that units in the deployment pool do. AI fails to adapt its supply production to that.

Also AI is rather sluggish to adapt to changes in the main supply depot initiated by events, opening a new front(sealion etc.) or losing the capital. Also AI seems to ignore that units low on supplies have additional need for supplies.

In some cases if AI produces more units than it currently has this can lead to a situation where supply prouction is permantly below consumption. Freshly produced units start with zero supplies and as nearly no supplies can be taken on the units will starve during peacetime. During war the same may happen, but i did not check that.

One approach to address the issue is to give AI priority to achieve a supply stockpile that does not depend on expected consumption but on how much supplies can be produced with 100% ic on supplies:

[Daily supply production] = (10 x [daily supply consumption] + 500% x [maximum daily supply production] - [supplies in main depot]) /10

An AI with 100 effective ic and 1940 tech level could produce 500 supplies a day and would aim to reach 2500 supplies in its capital. At only 500 supplies in the main depot and 100 daily consumption daily production would be 300 supplies at 60% of effective ic.
