AI juggling colonies

i only discovered this bug because the race i was playing with disliked being resettled and i suddenly had a lot of angry people, but the sectors continuously move the settlers around juggling them all over the place nonstop, has any one else noticed this?

Yes, it's not just on disgruntled worlds either, you can go into your own planets and see the AI juggling pops from sector to sector repeatedly - it's got to be a large drain on resources.
