I feel this was a fairly large problem in many paradox games and the current solution of making AI suffer no naval attrition makes naval warfare boring and unrealistic. I'm not technically savvy about programming games so I don't even know exactly what the problem is so I can offer no ideas of what a better fix might be. Just that I hope you find a better fix or a real solution to the problem. With navies playing a much more important role in this game have paradox found a better solution?
 
The reason they don't suffer naval attrition is to sort of buff them against the play, though, it would be nice if in the option menu you could turn it off. One thing I noticed that needs to change in naval attrition or at least I think it does is being hit with attrition when going to a province then again at the end of the month. If I am moving it should only hit me every month or every province I move but not both.
 
I thought it was more technical than just giving the AI an advantage. More like the AI couldn't work out that attrition was bad or that it would lose all it's ships. Same way you'll see the AI sacrifice a load of troops by forming doom stacks and moving them through provinces with a low support limit. But as I say I don't know the exact reasons why. If you're right and it is just a buff then they should really get rid of it.
 
If the AI can't handle a mechanic should players really have to fight against it too? What about something which said that ships without explorers could only go a certain distance from their last port (going up with tech)? Explorers could go further (maybe a 2 explorer could go +2 areas, or x2 areas, or something), and could discover their a number of areas equal to their rating before returning to port. Alternativly give ships a time at sea rating, and once thats exceeded ships return to the nearest port automatically.

Personally leaving ships out at sea until they accidentally die is one of the silly mistakes I make most often when playing, so its not just the AI who can't handle attrition properly...
