AI never stops law enactment no matter how high the movement activismDescription
After political movements rework AI countries stop enactment of laws only when success chance is below 0%. Otherwise no mater how high the predicted activism or even current activism, AI will never stop enacting. Examples being USA whig party winning and starting slavery banned enactment , Prussia starting National Guard or France Laissez-Faire. It makes AI extremely incompetent and immersion breaking. Even when I manually increased revolution_aversion variable to 100 in all game script files it didn't fix it, so this variable stopped working and it probably has something to do with the change from radicalism to activism in the political movements rework from 1.8Steps to reproduce
Start as USA,reform government to progressive,
start enacting slavery banned,
switch to observer,
wait for civil war to happen (can do the same with National Guard for Prussia)
