AI occupied and besieged provinces reasons for peace is wrong when sieging a fort.

Description​

It has been a while since last I've played and this is common knowledge, even amongst Paradox staff, but there seems to be a misconception in that this is working as intended when it clearly isn't, I looked at the patch notes and didn't see anything about it being fixed but I haven't played in a while so it might have been fixed.
When you are sieging a fort during a war, the occupied and besieged provinces calculation is wrong. You're supposed to get some reasons for peace, but the way it works is clearly someone fucked up a + and a - and nobody bothered QAing it properly.

Steps to reproduce​

Declare war on any country, siege their forts, try to peace them out and look at their reasons, the occupied and besieged provinces calculations is wrong.
