AI rarely/never converts county culture if "Hybrid Culture Frequency" is set to "None"

Description​

I'm not sure if this is truly a bug or just an oversight, but if the game rule for "player only" hybrid cultures is selected, AI rulers appear to rarely or never convert the counties of their realm to their own culture. There are a few exceptions; rulers of existing hybrid cultures still convert counties, as do those of divergent cultures.

For those of us who do not enjoy playing with strangely-named ahistorical hybrids, this results in a culture map which remains totally static over the course of centuries.

Steps to reproduce​

When running the game in observation mode, set the "Hybrid Culture Frequency" rule to "None."

On closer inspection, I think that this problem has to do with Cultural Acceptance. However, something still isn't right, because it now seems like hybrids are necessary for conversion to occur at all. This is even an issue with new divergent cultures, which don't seem to convert provinces even if they own them.

I've been trying to experiment more with this to observe when conversion happens and when it doesn't. A good example is Uyghur/Tocharian, which start with a mutual tolerance value of 40% in 867. But not once have I seen the Uyghurs start converting Tocharian provinces. By contrast, Gaelic/Irish start with a mutual acceptance of 55%, yet Gaelic lieges more aggressively convert their Irish provinces.

It may be that the numbers need some tweaking. I remember the original culture map of CK3 looking totally different at the beginning and end of the game.
