AI refuses marriage even though I have more pluses than minuses

Some background: I'm am the Doge of Genoa and Amalfi (duchy level titles), under the Serene Dogedom of Trinacria. I'm trying to marry into a brand new House, Sultan Abdul-Hakam the Liberator. His dynasty's prestige is at 60, mine is at 93. My personal prestige is at 2130, his is at 800. I'm currently the Serene Doge Expected Successor. So, for all intents and purposes, my family outranks him to an extent. The only issue I see is that I am a Merchant Republic. Now, I'm not sure how hardcoded marriage proposal opinions are, so that's why I'm asking here. What do I have to do to get him to accept this marriage, since a Favor won't work on him for marriage due to his status as a ruler?

Pretty sure anytime theres 5 red +s on any of the diplo tooltips its an automatic no and thats been hardcoded in forever.

Yes, 5 red -'s is automatic "no", always. It has nothing to do with Plus, and mods cannot adjust the marriage AI anyhow.
