AI rulers with universities always send all their children regardless of financial capabilities.

Description​

This sends them into large debt (sometimes over 10k gold) rendering them unable to attack (i presume), since i can only see them joining allied wars

Steps to reproduce​

I believe it happens only with rulers that don't start with university(happens less in India). If AI starts with Tulunid for example in year 867, they make Cairo university later in the game and since they can have multiple spouses they will send all the children at once creating huge debt and rendering them useless practically for the entire game. In file that I sent you can see Bakrid Sultanate with -7k gold and Nizamid with -3k (both kingdoms in my realm)
