Every game I have played where the AI had the law, Agnatic-Cognatic Gavelkind, it never really divides its titles. For example in my current game France conquered HRE so they have the HRE title and the king of france title, plus multiple duke titles and count titles. Yet EVERY SINGLE title is going to go to one son, yet they have gavelkind?? Whats the deal here? This is the same for the kingdom of italy in my game also. Every title held by the current king is going to one male heir when their law is gavelkind?

However, whenever I as a player use gavelkind it works properly and divides my titles...

Is this a bug?

I still see this issue with any major AI empire/kingdom, even tho all of their titles show gavelkind, its treating it like Primogeniture? However, when I save and log as the AI country the succession rank instantly changes and no longer are all of the titles going to the same heir.
