The AI seems to not always prepare for a war it intends to declare.
I've seen countries (France) declare war on me (Thüringen) and Spain, when it either had poor armies (low numbers) or armies in very wrong parts of the country.
If France has huge numbers of armies at the dutch borders and none ar hardly any at the Spanish border, it's asking for trouble to declare war at Spain.
In my view it should concentrate troops closer to the disputed border before declaring war.

But then we always will be forewarned! I had the case Russia declaring war on me (Sibir) when all their forces were at the Swedish border. Didn´t matter - they knocked on my doors fast enough. I would have been suspicious, if I had noticed large troop movements the month before...

P.S. Of course, I could have turned FOW off. :) And of course You´re right, that countries should at least conscript enough armies before declaring war.
