When i set "passivity = { GER = 100 ROM = 100 HUN = 100 FIN = 100 } " for the Soviet Union, they ignore it and immediately attack if i declare war on them.

Are you sure your settings are not replaced by another saetting from an AI switch file? Please examine savegames after your DoW on SOV.

Ok, even setting a handicap of 2 against HUN, ROM and FIN does not prevent preemptive soviet attacks if i declare war upon them - i play GER. The game fails miserably at simulating surprise attacks.
