That's probably because of poor AI scripting. Anyway, there is no such command as the one you are looking for. What you can do though is write an event which switches the AI file and tells the AI to focus on garrisoning frontier with country TAG. That way it will "prepare for war" in the sense that it will move troops to the frontier but not declare war yet.Sure, but it declared war on belgium while there were 2 german divisions on the front and 12 belgian. Also, prepare for war and declare war are 2 different things ^^
