I also like to mention that there is no concept of air pollution in CS1 which again is insane. This is one of the most important themes in every city building game I know. You should introduce an air pollution mechanic with various sources of pollution (e.g. industries, cars, power plants, garbage incineration, etc.) and ways for players to control them. Also make a separate "Air Pollution" map (I mean separate from "Ground Pollution" maps) and introduce wind flow mechanism with a "Wind Direction" map where we can see how the pollution can spread around the city.

You'd also have to distinguish between light manufacturing and heavy manufacturing. Light industry/manufacturing produces little noise pollution and little air pollution, so it can go in more places (especially smaller manufacturing/industry zones) whilst heavy manufacturing produces significant amounts of noise pollution and air pollution, so you're limited on where you can place it. Just like you can zone for low density or high density residential/commercial, you should also be able to zone for light/heavy manufacturing, and separate to that mining and farming
