Airport not working on pre Airport DLC saves? (PS4)

I wanted to put an airport on one of the cities I build previous to the Airport DLC but ca 't get it to work. I zoned an airport space, placed a terminal and everything in the Airport tab stays locked. I don't get the window that unlocks the runway and stand. I had already the base game airports installed but even after deleting those I wasn't able to unlock the runway and stand.

When I start a new map I'm able to build the airport.

I had the same problem. I am guessing by the lack of replies there is no solution to this problem?
