All court artificers have the local artisan debuff which is negatively affecting their aptitude for the position

Description​

Artisans who visit my court, who I sponsor, are all considered local artisans when being appointed as a court artificer. I included a screenshot of the most recent artisan to be affected by this bug.

Steps to reproduce​

1. Have an artisan visit your court on their own free will.
2. Sponsor them to make an artifact.
3. Open the appoint court artificer window.
4. Hover your cursor over the artisan and it should show their aptitude along with the "local artisan" debuff which is applying -20 towards aptitude.
