Date/Time/Moment of 1st Occurrence
First game after installing Galactic Paragons and First Contact. I can't tell if this bug existed prior to that, having never reproduced the conditions in earlier games.Reproduction Steps
- Build empire with 5 starbases having 6 shipyard modules and one Irassian naval yard building each.
- Build large navy (I had around 3000 naval capacity, all used). The sizes of my fleets were between 178 and 768 with most being 230.
- Change ship designs so that every fleet has upgrades waiting to be applied.
- In the ship designer, do Upgrade All.
- Observe: every shipyard will be assigned some work.
- Build and fully upgrade a Mega Shipyard.
- Change ship designs so that every fleet has upgrades waiting to be applied.
- In the ship designer, do Upgrade All.
- Observe: All fleets will queue up at the Mega Shipyard for upgrades, and the 5 shipyard starbases will not be used, wasting 60 shipyards (that have more build speed than the 20 on board the Mega Shipyard).
Frequency of Occurrence
In the same game, always.But I also observed that fleets with 12 ships or less will use the smaller starbases with the Irassian naval yards, probably because they can be upgraded there in one batch and the Irassian naval yard stacks an extra +30% build speed on top of the extra speed provided by the Mega Shipyard.
Steps Taken To Solve Issue
If I order a few fleets to upgrade and wait for them to reach the Mega Shipyard, I can do Upgrade All on the rest of the fleets and they will each use the closest Irassian naval yard Starbases. It seems the allocation algorithm does not consider a shipyard busy until fleets have reached it and are actually upgrading or are queued up. As the Mega Shipyard can upgrade 20 ships at a time, it is always considered the best choice.Or, I can manually assign a group of fleets to a shipyard by doing a group select and then "clicking" (aim and press A) the desired starbase and selecting "upgrade to latest designs" from the options. Tedious but precise.
