I am running the latest game update

Yes

Required

Summary

All kingdoms in Iberia turned into empires and cannot create empire of Hispania anymore

Description

Recently loaded up my Iberian save game as Aragon, only to find that Castille, Navarra, Me (Aragon) and 3 of the southern Muslim kingdoms have all turned into empires, even on the de-jure map mode this shows up instead of empire of hispania, decision to create it not there anymore.

Have also just noticed that the iberian struggle icon has disappeared, even thought I never ended it?

This is one of the possible endings for the Iberian Struggle. "The peacefull way".

Every kingdom become a empire, so nobody fights for the Hispania Empire anymore.

Looking through your save file, it seems Emperor Guillem of Al-Sarq ended the Iberian struggle with the "Status Quo" ending. He got the nickname 'the pragmatic', and all rulers capitals have the Regional Stronghold modifier. Switching over to him, I also found that most rulers had an opinion of 60+ of him (one of the possible requirements), and the 2 that didn't was close enough that a temporary modifier might have pushed them over the edge.

So, from a quick check, looks like everything is working the way it's supposed to, and the AI actually managed to end the struggle.
